1. 中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陵水25-1氣田開發(fā)項目所需部分貨物及相關(guān)服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to?as “the Tendering Agent”), entrusted by?CNOOC?China Limited (hereinafter?referred to as “Tenderee” ),intends to purchase the Goods and the relevant services required?under the project of Lingshui 25-1 gas field development project by?International Competitive Bidding. The Bidders are kindly requested?to providethe following Good with sealed bids.

2. 對投標人的資格和業(yè)績要求(Requirements for?Qualification?and reference of Bidder)

（1）資格要求(Requirements for?Qulification?of? Bidder):

 a. 投標人所投產(chǎn)品的生產(chǎn)廠家應具有在有效期內(nèi)的API 5LD證書。The manufacturer of the product submitted by the bidder shall have API 5LD certificate within the validity period.

b. 如果投標人為代理商，投標人應得到所投貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權(quán)書。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bidding project.

（2）業(yè)績要求：

     Requirement for Bidder_EpSingleQuotes_s reference:

★近十年內(nèi)（自2012年1月1日至投標截止日，所投業(yè)績證明文件的簽署日期均應在此范圍內(nèi)），投標人所投產(chǎn)品的生產(chǎn)廠家應同時滿足下述a）、b）、c）、d）、e）項要求： In the past ten years (from January 1, 2012 to the deadline of this tender, the date of signature of the track records’ documents submitted should be within this range), The manufacturer of the product submitted by the bidder shall meet simultaneously below a）、b）、c）、d）、e）requirements:
a) 累計不少于10公里的雙金屬復合管供貨業(yè)績；Accumulated supply track record of no less than 10 km of CRA pipes;
b) 具有至少一條長度不小于1公里（基管材質(zhì)為API 5L PSL2 X65或同等鋼級及以上、內(nèi)襯層材質(zhì)為UNS N06625）或累計長度不少于5公里（基管材質(zhì)為API 5L PSL2 X65或同等鋼級及以上、內(nèi)襯層材質(zhì)為UNS N06625）的海底管道用雙金屬復合管供貨業(yè)績（海底管道用業(yè)績不包括陸地終端和灘涂業(yè)績）。此項業(yè)績需在海上成功運行1年及以上（成功運行1年及以上定義為： 2021年2月1日前完成海上安裝鋪設或投入運行）。 at least one CRA pipes with a length of no less than 1 km（Backing steel pipe is API 5L PSL2 X65 or equivalent steel grade or above, and material of CRA is UNS N06625）or an accumulated length of no less than 5 km （Backing steel pipe is API 5L PSL2 X65 or equivalent steel grade or above, and material of CRA is UNS N06625）of Subsea CRA pipeline supply track record(Subsea pipeline track records do not include those for land terminals and tidal flats), These track records require successful operation offshore for 1 year or more (successful operation for 1 year or more is defined : completion of offshore installation or put into operation before February 1, 2021) 
c) 投標人須明確所提供雙金屬復合管的制造方式（機械復合管或者冶金復合管），提交的業(yè)績（上述a）、b）項）證明文件需與本次投標擬使用的雙金屬復合管制造方式一致。The bidder shall specify the manufacturing method of CRA pipes provided (CRA Lined pipe or CRA Clad pipe), and the supporting documents submitted (item a) and b) above) shall be consistent with the manufacturing method of bimetal composite pipe to be used in this bid.
d) 投標人須提交相關(guān)業(yè)績證明文件：上述a）項業(yè)績證明文件應包括：銷售合同復印件（應包括合同簽署時間、貨物名稱、管材材質(zhì)、供貨數(shù)量、買方名稱）、其他證明材料（如有）。上述b）項業(yè)績證明文件應包括：銷售合同復印件（應包括合同簽署時間、貨物名稱、管材材質(zhì)、供貨數(shù)量、買方名稱）、用戶簽字的運行證明文件（能夠體現(xiàn)成功運行的開始時間）、其他證明材料（如有）。BIDDER shall submit relevant track record certificated documents: track record certificated documents of item a) above shall include:  Copies of sales contract (including contract signing date, name of goods, pipe material, quantity of supply, name of client), other certificated document (if any). track record certificated documents of item b) above shall include: Copies of sales contract (including contract signing date, name of goods, pipe material,quantity of supply, name of client), Operation certificate signed by the client (can reflect the start time of successful operation) , and other certificated document (if any).
e) 用于生產(chǎn)本項目鋼管的工廠應與所投業(yè)績（上述a）、b）項）的生產(chǎn)工廠一致，如所投業(yè)績的生產(chǎn)工廠與用于生產(chǎn)本項目鋼管的工廠不一致，則投標人所投業(yè)績視為無效業(yè)績。The factory which is used to produce the CRA pipes of the project shall be the same as Track record’(item a)and item b) above) manufacture factory. If not, the track record of the bidder will be regarded as invalid.

3. 有興趣的投標人可通過以下方式獲取招標文件：從2022年3月3日開始至2022年3月10日止，請登錄中國海洋石油集團有限公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。

The interested Bidders may obtain the bidding document by?following?method: Please login at CNOOC Procurement Operation?System(https://buy.cnooc.com.cn) on the page of Invitation for bid for?purchasing Bidding?document from Nove, 26, 2021?to Dece, 3, 2021. For the first time of login, a?registration (freeof charge) is needed and only after successful registration,?Bidder can purchase Bidding documents online. The whole purchasing?process mustbe operated online and offline payment will not be accepted. After?successful?payment of RMB 2000.00 or USD 350.00 foreach copy of Bidding documents whichis non-refundable, Bidder may download the?Bidding documents. Bidder fails to?purchase Bidding?documents online is not eligible to bid.

4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2022年3月24日上午10:00（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓第一會議室。在此時間后收到的投標文件恕不接受。
